Is it ok for two 16 year olds to stay in a hotel for two weeks unaccompanied. We speak fluent german so nothing will be a problem on the communication front.

The simple answer to this is No.
We are talking about July in Europe, It is Summer their(no clue what the last guy is on) so it is Hot.
As far as I know the snow-sports season ends in spring(around April) in Austria.
unless you are traveling within the EU you will have some trouble with crossing into the EU unsupervised.
On-top of that most Hotel’s will not allow unaccompanied minors to stay with them, you normally need a Credit Card and at least be 18 years of age in order to stay at a Hotel.
