You might see snow in Munich and Salzburg. Not Rome. Last time I went to Germany during the winter (right around Jan or Feb if I remember correctly) it was snowing. I was in Frankfurt and also made a trip to Dortmunt. Hope that helps. Peace.

Snow in Rome is very rare.
Germany has a much more continental climate, with colder winter. There is a chance to see snow there in winter. Said that all western Europe, north-western incuded, has relatively warmer winters compared to the USA. it means in Germany you’ll have much less chances to see snow than in Chicago for exemple.
If you want to be sure to see snow (and to practice ski) you can go in the mountains, at high altitude. In this case, you’ll surely see much snow, even in mediterranean montainous regions.

I know what it’s like to see snow for the very first time. I was raised in Florida and then my mother moved us up to the mid-west. Snow is SO VERY PRETTY to LOOK at and maybe to “play” in but driving in it takes a LOT of skill!!! If you’ve ever seen frost built up in an old re-fridgerator you will have SOME idea of what it looks like, but actually being in it is quite exciting for the first timer like I was and you are going to be.
I hope I was able to dig up enough links to give you some idea of what to expect.

It will be most likely in Germany. You’re going to see some beautiful sites. Make sure you take warm clothing,. It’s a shame you’ll miss the german Christmas markets as they are such great atmosphere! But you’ll have a blast.
I’ll keep my fingers crossed that big big flakes will fall. Remember to be like a little kid, open your mouth wide and catch the big flakes on your tongue. HAVE FUN!!
